| The principle of protecting reliability which was set up firstly by the Germen administrational scholers, is an important principle of the administrational law. This principle was established in some countries' administrational laws, because it's suitable to the democratic tendency of many countries' administrational reform. At present, the principle of protecting reliability is still the popular topic of Chinese administrational academic circles. Based on others' advanced experiences, the principle is gradually applied to the related fields in our law, such as and the State council's < Implemental Outline>. It's important to the protection of citizen's reliability interests.
