The active service-based firefighting system refers to the military service-centered organizing system adopted in firefighting departments whose job is to carry out the governmental function of public firefighting service. Many current problems with firefighting, such as shortage of staff, weakness in working abilities and lack of scientific administrative structure, stem from the active service-based firefighting system.This thesis interprets firstly the basic contents of the active service-based firefighting system from three aspects, namely, personnel arrangement, administrative mode and its structures and institutions, and categorizes the system-concerned regulations. It also discusses three important problems concerning the active service-based firefighting system, that is, the place of the military in the national system of constitutional government, the legal position of the public safety firefighting agency and the active service firefighters. Secondly, it studies the currrent problems of the active service-based firefighting system in China. The thesis thirdly compares the firefighting system in Hongkong and Macau with that in France, Russia, the United States, German and Japan. Related policies concerning the reform of the active service-based firefighting system are put forward in the last part.In this thesis, methods of historical research, comparative research, demonstration research and system research are adopted from necessity.
