The "health" of active aging advocates paying attention to the overall physical and mental health of the elderly;"guarantee" advocates continuous strengthening of the protection of the rights and interests of the elderly and personal protection;"participation" is its highest goal,and advocates breaking the shackles brought by the concept of age,allowing the elderly to participate in social economic activities or non-economic activities.This paper focuses on the supply of public services for the elderly from the perspective of active aging.Taking the current situation of public service supply for the elderly in Qionglai City,Sichuan Province as a case,this paper analyzes the problems existing in the current supply of public services for the elderly.First of all,this paper explains the theory of active aging and related concepts,and sorts out and summarizes the selected cases in this study,the situation of Qionglai City in Sichuan Province and the current situation of the supply of public services for the elderly.Secondly,based on the perspective of active aging,this paper combines the current situation of public service supply for the elderly in Qionglai City and related research results.This paper sorts out the current supply dilemma in the supply of public services for the elderly.Among these predicaments,the first and foremost is the general low awareness and acceptance of the concept of active aging in society and the lack of specific guidance on the provision of public services for the elderly.A supply dilemma has arisen.In terms of health services,there is a shortage of physical and mental health services and care services for the elderly;in terms of social participation services for the elderly,there is a low acceptance of the participation of the elderly by all parties in the society,the lack of sufficient participation ability of the elderly,and the participation of the elderly in society.The income of the elderly is lower than that of the young and middle-aged people;in terms of security services,there is a shortage of pensions and the supply dilemma of insufficient protection of the rights and interests of the elderly and the special gender rights of elderly women.Then,this paper analyzes the reasons behind the current predicament of the supply of public services for the elderly,and finds that the lack of relevant legislation and the lack of guidance policies for specific work are the main reasons why active aging is difficult to be recognized and accepted by all parties in the society and the difficulty in carrying out practical work.reason.In addition,in terms of health services,the reasons behind the supply dilemma are mainly due to the imperfect support system of current medical services and elderly care services and insufficient attention to the mental health of the elderly;The shackles of the concept of social participation of the elderly,the lack of sufficient platforms for the elderly to learn,and the prejudice encountered by the elderly in social participation are important factors that lead to the dilemma of service supply.In terms of security services,the source of pension funds is single,the mechanism for protecting the legitimate rights and interests of the elderly is not perfect,and the lack of protection of gender rights and interests in the pension service system has led to the emergence of supply difficulties.Finally,based on the theory of active aging and the theory of holistic governance,this paper combines the experience of providing public services for the elderly in Qionglai City and domestic and foreign cities.It is proposed that policies and regulations related to active aging should be introduced to ensure the smooth implementation of the concept of active aging into the supply of public services for the elderly.In addition,in terms of health services,it is necessary to increase the supply of health resources,develop professional mental health services for the elderly,and make up for the shortcomings in the supply of nursing public services;in terms of participation,it is necessary to promote the formation of a social atmosphere in which the elderly actively participate,build In terms of security services,it is necessary to broaden the source of pension funds,build a sound mechanism for the protection of the rights and interests of social security for the elderly,and improve the exclusive rights of elderly women.Guarantee strength.In order to break through the current supply dilemma of pension public services.
