National economic compensation to once - servicemen is important content of the Army Compensation Rule and Chinese characteristic Shifting Servicemen Settlement Rule. Strengthening research on the issue of economic compensation to once-servicemen will be helpful in defending their legal rights, promoting effective exploiture and rational arrangement for human resources of once -servicemen in our country, directing their economic compensation practice and pushing on the establishment as well as the consummation of the Chinese characteristic system of economic compensation to once - servicemen. Making an economic analysis of Chinese economic compensation to once - servicemen is to inquire into the normal law of settling down once - servicemen under market economy circumstances, so that, a leave-off settlement policy, which could satisfy the need of the army construction, adapt to the development of market economy system, enable servicemen to t enlist in army with relief, also leave with satisfaction, can be selected to provide policy suggestions for setting up a compensation ensurance institution, fitting the need of the new condition, for servicemen off the army.According to the rule of combining theoretic analysis with practical application, the treatise has made a systematic research on economic compensation to once - servicemen.First, with the theory of modern military human capital, it analyzed why the country has to make economic compensation to once - servicemen and clarified the connotation and essence of economic compensation. Also, from the economic aspect, it went deep analysis of the supply and demand for economic compensation to once - servicemen, and reached a point that in order to realize the balance of supply and demand, compensation plans should be made on the basis of local economic development level.Then, having analyzed the current situation of economic compensation to once - servicemen and major problems existed, it set main causes of these problems to imbalanced economic development and income gap between different areas and that once - servicemen with higher human capital content for military use have weaker ability to attain a job on his own leading to greater loss, and that economic compensation research is relatively left behind, still in the exploration period.
