Rocky desertification is one of the most serious ecological issues in the Karst areas of southwest China and it is also one of the main obstacles for the sustainable development in southwest karst areas. Our country has attached importance to it in recent years. However, because starting of research was later, there were little legal systems which focus on rocky desertification .The thesis takes《United Nations Convention to Combat Desertification》as reference, analyses separately "bottom-up" approach of the Convention and "top-down" legislation of combating desertification in our country, and shows the view that combating desertification in the southwest Karst areas of China needs to modify our "top-down" legislation pattern and consummate correlation of national legal system, so that we can change public participation and anti-poverty systems in the Convention into our domestic law to reduce rocky desertification and keep durative and validity of combating desertification.The thesis consists of three parts. In part I , it is concisely introduced that the conception, origin and disadvantage of Karst rocky desertification. Part II is about a summary of preventing and controlling legal systems which are related to rocky desertification. The main of this article is part III, which is emphasized on the discussion to the legislation pattern of combating rocky desertification. Conclusion is in the last part that preventing and controlling Rocky desertification needs "top-down" legislation pattern, meanwhile, public participation and anti-poverty System in the convention should play an important role in the legislation.
