The transformation of social economy from traditional economy to cyclic economy, is an inevitable choice under the austere situation of global population explosion, shortage of resources and ecosystem metamorphosis. Cyclic economy is not only a new mode of developing economy, but represents a whole new idea of environment-protecting. It is an important revolution which aims at changing the traditional idea of economic development, the mode of resources-using and the way of environmental control. Since it is the inevitable way to implement the strategy of sustainable development and to completely get rid of the predicament of resources and environment, it gets more and more attention from all over the world.To develop cyclic economy, strengthen environment-protection, and establish a society with cyclic environment, we not only need guidance, encouragement and support from scientific policies, but support and guarantee from sound laws. Developed countries such as Japan, Germany, USA etc. have acquired remarkable achievement on this side. They have set up complete legislative system of cyclic economy and obtained good social effect. However, at present, there exists a lot of deficiency in the relative legislation in China, which is difficult to suit the demand of setting up cyclic society and achieving sustainable development. There isn't any effective comprehensive cyclic economy legislation at the state level up to now in China. There isn't any other concrete operable specific law or regulation either, except for Laws to Promote Clean Production.Following the general trends, China listed developing cyclic economy as a sole chapter in the eleventh five-year plan and regarded developing the cyclic economy as the direction of social development in 2006. Correspondingly, to bring the development of cyclic economy into the scientific legal track has become an important task that we face. To strengthen the cyclic economy legislation becomes an important part of our legislative work. Originally there is no legislative item of cyclic economy legislation at the Standing Committee of the Tenth National People's Congress. Now this new form is supplemented in the legislation plan. The Environment and Resources Protection Committee of the National People's Congress was entrusted to draft the law and put it forward to the Standing Committee of the NPC to examine in 2007. Cyclic Economy Laws in Draft of the People's Republic of China was promulgated on November 8, 2006. The cyclic economy legislation of our country enters a brand-new stage of rapid promotion.In terms of the local laws and regulations, there are relative local legislations only in a few places in our country such as Guiyang, Shenzhen, Liaoning, Jiangsu, Shanghai etc., some of which are only principles, not practicable. In Shandong province the local legislation of cyclic economy is almost blank. To build up Shandong province's local laws and regulations system of cyclic economy, speed up the Shandong province cyclic economy legislation and safeguard the Shandong province's cyclic economy to develop stably has become the important work of local legislation in Shandong province, which is also the standpoint of this article. According to the actual circumstances of Shandong and the concrete condition of the cyclic economy development in Shandong province, the author puts forward her own suggestion and opinion about the concrete mode of cyclic economy lawmaking in Shandong province and the contents which should be included.To expound the legislation structure pattern and content selection of the cyclic economy in Shandong province, the author integrates knowledge of many subjects such as law, economics, bionomics etc. and makes a study by employing many research methods such as survey study, comparative method and so on.In this article, the author makes an investigation on the cyclic economy legislation of Shandong province from five aspects. Firstly, she studies the background, the meaning, the fundamental principles, and the environmental protection effects of cyclic economy from a conceptual standpoint. Secondly, she analyzes the actuality of cyclic economy legislation of both developed countries and our country. Thirdly, she reflects on the cyclic economy legislation of Shandong province macroscopically so as to confirm the orientation and name selection of cyclic economy legislation of Shandong province. Fourthly, through studying the legislation structure pattern of cyclic economy in Japan, Germany, USA, and China, she puts forward the structure frame which suits the cyclic economy legislation of Shandong province. Fifthly, she probes the content selection of cyclic economy legislation of Shandong, and introduces her own suggestion and opinion about the content of cyclic economy legislation in Shandong province. On this basis, according to the legislation structure pattern and the content selection of cyclic economy in Shandong province, she herself outlines a draft about the cyclic economy legislation of Shandong province. Among them, the orientation of cyclic economy legislation of Shandong province, the name selection, the structure pattern, and the draft"Regulations to Promote Cyclic Economic Development in Shandong Province " are the author's own innovations. In addition, the content selection also shows her creativity.The research in this article is of certain significance in promoting the cyclic economy legislation, regulating the laws of cyclic economy of Shandong province, and safeguarding sustainable development and good ecological environment for Shandong economy. The development of cyclic economy legislation of Shandong province also provides experience and a sample in formulating the national cyclic economy legislation in the future.
