The agriculture is the foundation of national economy in our country, the farmer population accounts for the overwhelming majority, the development of the countryside relates the national reform, the development and the stable situation. The practice proved that, the key to solve the questions about the agriculture, the countryside and the farmer well is to let the party organization in countryside become the strong core of leadership which lead the farmers to become richer together. Therefore, to strengthen the construction of the basic-level party organization in countryside relates not only the party organization's own construction and the realization of the party lead, also the fate of the party and the nation.At present, under the new situations which the party's ruling ability construction enhances, the reform and open policy expands unceasingly, the socialist market economy system consummates unceasingly, the construction of socialist democracy politics and the countryside basic-level party organization has strengthened ,the advanced construction and the organization foundation of the party has consolidated .But, the advanced construction of the countryside basic-level party organization and the agriculture structure adjustment and the process of countryside modernization and the historic task of construction of the socialism new countryside does not adapt in some aspects. So it is necessary to strengthen the pointed research.The object of study in this article is the basic-level party organization's advanced construction in countryside in the Hebei Province. The present situation of the countryside basic-level party organization's advanced construction mainly shows: firstly, the consciousness and ability of altogether becoming rich strengthens further, but the phenomenon of becoming rich without the gate exists universally in the partial countryside ; secondly, the consciousness and ability of the democracy in power and the management in the village's business legally strengthens further, but it certainly does not adapts also with the strength of the democratic and legal consciousness and the farmers'new complex change in thought day by day; Thirdly, the consciousness and ability of contacting with the masses and assisting farmers strengthens further, but the phenomenon of separating from the farmers in the practical work and ignoring the farmers does not eliminate fundamentally; Fourthly, the consciousness and ability of the scientific development and harmonious development strengthens further, but with the realization of the view of the scientific development and the request of the construction of harmonious society's compares, it does not adapt in certain degree; Fifthly, the consciousness and ability of making the model strengthens further, but the phenomenon of ignoring the objective idea and reducing the party members standard exists in the varying degree ;Sixthly, the consciousness and ability to study and propaganda and implement the party's policies strengthens further ,but the phenomenon of the obsolete way and the bad effects do not change very much. The factors of affecting the advanced construction of the countryside basic-level party organization show mainly: Firstly, as a result of the international environment influence, the losing of the partial party member objective consciousness and the ideal faith and deducing of the political warmth is international factor; Secondly, with the working method lag, that the countryside basic-level party organization does not adapt to the request of socialist market economy development and its cohesive force and the influence weakens is the main body factor; Thirdly, the function of managing the party in the county and the town and the village displays bad and the secretary's responsibility consciousness reducing is the system factor; Fourthly, that the party members in the countryside are negligent in the management, the method of education is improper, the party member right cannot obtain the guarantee, is the thought factor; Fifthly, that the collective economy is weak, the service for farmers weakens, the village movement funds are insufficient is the economic factor.
