The citizen is considered theoretically the master of the state, but practically is the opposition of the administration. As the master of the state, the citizen necessarily longs for joining in the administrative decision and execution; as the opposition of the administration, he is in the position of being administered and obeying. It is the contradiction in democratic theory and practice that makes us think over the following question: How the citizen exercises democratic right before administrative power.The presentation of democratic administration is the necessary outcome of development of market-oriented economy, the incarnation of democracy's own valuable function in administration, and the practice of the proper relationship between the citizen and administration. The core of democratic administration is the Chief Executive's participation in decision-making through a referendum, allowing citizens to be from supervised role become partners with administrators to resolve the problems common to the interests of citizens and the public.
