The development of modern society has transferred the focus of power from Parliament to the executive-led era of the times. The extension of democracy from the political sphere to the administration is inevitable and necessary. The participation of citizens functions significantly in the process of supervising the executive authority of government which also improves the quality of public services. The emergence of a democratic administration is the result of the continually developing market economy. It presents the value of democracy in the area of public administration. It also implements the coordination the relationship between the citizens and government which is known as "management and service". The Democratic Administration aims at including citizens in the process of administration. Thus the citizens are no longer those who are managed as individuals but participants of public administration. In this way, the citizens and government will jointly solve the problems of public administration to achieve the public interest of citizens. Therefore, citizen participation is not only the core of the Democratic administration, but also the starting point as well as destination of the Democratic administration. It is a trend to strengthen civic participation in the process of democratic administration for a new generation of public administration reform.This article begins with the basic theory of the Democratic administration and citizen participation, deeply analyses the inevitability, necessity and significance of citizen participation in administration of democracy. Based on the operational framework of administration this article describes analyses the current situation of citizens participation in the administration, then identifies the existing problems and shortcomings, proposes the establishment and improvement of our citizens to participate effectively in public administration, protection mechanisms and ways to select. In this paper, the significance lies in the fact that through theoretical discussion, to implement and carry out the Party's 17 report that "the people directly exercise their democratic rights in accordance with the law, the management of basic publicaffairs and public welfare undertakings, and achieve self-management, self-service, self-education, self-monitoring "the spirit of democratic administration, and promote citizen participation in administration of practice continues to develop.
