The Research On Mechanism Of Government Response In The Process Of Civic Participation

Government response and civic participation are two issues of democratic politics.They constitute modernization of state-governance system and capability of governancein China. A good government response, which works in-time,actively and effectively, isa requisite element and key evaluating standard of substantial civic participation. Theshortage of mechanisms of governance response has been main constraint of developingcivic participation in China and it also threats public trust in government and socialharmony. Research on mechanism of governance response is significant. It will promoteapplication and development of governance theory, facilitate government functions’transformation which is from controlling to governing and helps local governments towork in the conclusion and spreading of experiences of innovation in China. On thataccount, this paper concentrates its attention on the mechanism of governance responsein civic participation, aims at finding a new route to increase the efficiency of civicparticipation from the perspective of mechanism construction and providing a newthinking for improvement of state-governance in China.In this paper, it see contents of feedback from government and civil concerns in thecourse of civic participation as “Information” in a macro level and further takeresearch on the right parts of mechanism of governance response and their concreteconstruction from the view of information management. Therefore, this thesis putsforward one mode of information management which is based on political system theory.As a tool, that mode consists of four parts: input of information, processing of information, output of information and feedback of information. With it, this paper triesto take a deep and comprehensive research on the mechanism of governance response inthe civic participation and analyzes its related issues, such its constituents, its status quoand its task. Moreover, the author take his theory about constituents of mechanism ofgovernance response into practice within two concrete typical examples:“Min Xin.comin Liaoning province” and “Service center of people’s appeal in Tu An county in Jilinprovince”. Based on the analysis and conclusion of practices and experiences in theexamples, this thesis provides reasonable policies for the construction of mechanism ofgovernance response in the civic participation in China from four aspects: scientificmechanism of appeal-receiving, effective mechanism of problem-solving, modernizedmechanism of result-replying and practical mechanism of evaluation feedback.
