As an effective management tool,the government achievements appraisal has received the widespread attention in the public management area in recent years. From essentially,the achievements are the degree and the quality which the government function fulfills. The government achievements appraisal all aims at the special function which some level of governments or some government department has. Therefore,the premise of the achievements appraisal is to limit the government`s function. The different function key point,decides the different target content.
