Information Network Transmission Right And Balance The Interests Of Library Information Resources Sharing Mechanism

The development of information network technology makes the dissemination of works more convenience and rapid. On the other hand, it brings unprecedented impact and challenge into traditional copyright system. To adapt of the protection of copyright in cyberspace and international copyright protection, in 2001,we added Information Network Transmit Right in of China. in May 10,2006. the Protection of the Right of Communication through Information Network was announced and enforced in July 1,2006. The announced and enforced of"Items"make the fair use space of library very small, the balance of owner's right and user's right was broken, how to create their interests balance is scholars'research focus. This paper analyzes the necessities and interests conflict of Information Network Transmit Right's protection and information resource sharing , on the base of"rights weakening and interests sharing"theory, the paper put forward how to integrate the various patterns of authorization, and from three parts( theory mechanism, market mechanism and ethics mechanism) research the interests balance.
