Study On The Problems And Countermeasures Of The Sharing Of Government Information Resources In Local Governments

In the age of big data,informationization and modernization have played a significant role in improving the governance capacity of the government and the successful transformation of service-oriented government.Meanwhile,they also promote the vigorous development of the social economy.The sharing of government information resources can dedicate to the transformation of governance model from decentralization to intensification,from fragmentation to integration,and constantly improving service function of the government.Therefore,deepening the application of “Internet +” and big data,and enhancing the sharing of government information resources among various government departments have been a key factor in the modernization of government governance capabilities.Above all,the sharing mechanisms of government information resources are the core foundation,including the promotion of management system,policies and regulations,technical support and so on.Domestic and foreign scholars have made great theoretical achievements in the research on the sharing of government information resources.Research has been conducted on the theoretical and influencing factors,as well as the countermeasures to promote the sharing of government information and the construction of some information sharing mechanisms,which has laid a solid foundation for the research of this dissertation.As the largest owner of public information data resources,the government needs to guide the cross-sector collaborative governance through the idea of “Holistic Government”.Only by integrating the fragmentation level of the department,building a data governance system,and improving the mechanisms for sharing the government information resources can we succeed in eliminating the “information isolated islands” and enhancing the modernization level of government data governance capabilities in the information age.After defining the related concepts of the government information resource sharing,this dissertation takes the Chongqing municipal government information resources sharing as the research case in the way of literature research,comparative analysis,and research interview.Later,this dissertation analyzes the policy guidance related to the sharing of government information resources and the development of big data at the national level in recent years,sorting out the status quo of Chongqing's informatization development and sharing of government information resources.The current system has several problems caused by many reasons.For example,sectoral fragmentation has weakened the cooperative trust mechanism,the idea of information privatization has hindered the sharing process,the standard divergence has led the lag behind of the shared service platform,the lack of regulation has affected the progress of intelligent government affairs,and excessive reliance on enterprises has caused information security risks.Afterwards,the dissertation further analyzes the causes of problems through the domestic and foreign research status and the actual situation in Chongqing under the guidance of Cross-sector Cooperation theory and Holistic Government theory.In the end,the dissertation proposes several countermeasures and suggestions to improve the sharing of Chongqing municipal government information resources from the practical point of view.We draw many lessons from the experience of the provinces and cities with outstanding achievements at home and abroad,mainly concentrating on strengthening the government's cross-sector cooperation mechanism,creating an effective incentive coordination mechanism,improving the government information management mechanism,innovating the sharing assessment and supervision mechanism,and improving the institutional guarantee mechanism.
