Since March, 1980 when the concept of sustainable development was first used in the United Nation's Conference, the scientific concept of development as a theoretical system hasn't been fully built up until October, 2003 when the Third Plenum of the 16th CPC Central Committee clearly adhere to "the people-oriented concept" and promote the all-round economic and social development. Only when we establish a scientific concept of development in socialist construction and really put it into practice, can we better represent the advanced productive forces, the advanced culture orientation and the fundamental interests of the overwhelming majority of the people. China's scientific concept of development is not only beneficial to implement the "Three Represents" for solving various problems in society and economic development on the process of building a well-off society, but beneficial to adapt to the social development trend and seize the opportunity and meet all sorts of challenges to improve the Party's governing capabilities and standards. Not only does it conform to the tendency of the times and contemporary China's basic national condition, but also it shows the distinctive characteristics of the times and contains profound humanistic spirit. It is bound to have a huge and far-reaching social value orientation on China's reform and development and make a significant contribution to the sustainable development of mankind; it is bound to become the ideological foundation to guide China's social development.
