In 1927, Kuomingdang(KMT) set up the National Government of theRepublic of China in Nanjing. KMT established the fundamental principle of theManagement of the State Affairs by KMT. According to it, the policy of thecontrol over journalism by KMT was carried out. And a great deal of laws andregulations relate to journalism including Publication law was issued forenforcement and a legal system of the control over journalism was established.The fundamental purpose of journalism law is for maintenancegovernments' dominion, not for guarantee people's fight of liberty of the press.This thesis mainly argues whether the aim of setting up politic authority comestrue or not through legislation.In order to fully illustrate the conclusion mentioned above, this thesis isdivided into four parts, the concrete content of each part is as follows:PartⅠ: In this part, the penman points out that the reason of passingjournalism law is that the right of liberty of the press conflicts with setting uppolitic authority. The root of this reason is that KMT do his best to implementunit of the public voice for maintenance his politic authority although the politicsof every politic colony is different.PartⅡ: In this part, the penman analyses some legal text and explains thesystem designs of restricting policy of press. These systems include system ofregistration, checkup in advance, prohibited recording, punishment afterwards.PartⅢ: In this part, the thesis firstly classifies the real effect of press law infunction and then expounds the condition about the government censored newsand the way that journalist and people resisted news blackout.PartⅣ: In this part, the penman considers that the disadvantage ofrestricting type of legislation is that vox pop can not monitor government and therestricting policy of press becomes governors'fig-leaf, which make governmentcome to despotism and the opposite of people and lose his dominion at last.
