On The Administrative Enforcement Of The Value Orientation And Path Selection In The Process Of Building A Harmonious Society

Constructing harmonious society is the important strategic goal for our party and our country in the new era, which needs us to coordinate the right and interest of different areas and deal with the all kinds of social conflicts appropriately. Executive compulsory is the useful process to ensure administration and defend authority of law, and is also the field for the public authority to face with the personal right and represent the government image. So that executive compulsory is closely related to the construction of harmonious society.Nowadays the system of executive compulsory in our country is not scientific and difficult execution and interracial. The burden of court is too heavy which effects judgment of justice. The Approach of executive compulsory is too much overloaded and the procedure is unregulated. That is caused by the lack of legislation, lack of directing principle for the executive compulsory system. And also the limits of authority between administrative organ and executive compulsory are not clear. The means for executive compulsory is not complete.In the process of construction of harmonious society, executive compulsory should take the orientation of treat people as the centre, and transfer the enclosed to the open, from one-way to dynamic, from compulsory to participation so as to improve the present situation and promote the harmony of the society, defend the lawful right of the people related to administration. In the end, by the means of the analysis of the model from the angle of cost, and comparison, this thesis tries to put forward a reasonable choice for the construction of the harmonious society based on the model of execution by the government organ and the model of court.
