Administrative Participation Constraints On Executive Power

Administrative participation is the universal phenomenon existing in social administrative systems in modern society. The un official participation of administrative office workers in their leaders'jobs makes great impacts on administrative subsystems' operation. Administrative participation is an important reflect of modern democratic politics and a main sign of democratic administration. Administrative participation becomes the citizen's necessity, along with the accelerated process integration on modern developing economics. Administrative participation is also the essential requirement of the scientific development view with important meanings for us to move forward and implement the scientific development view. In the course of the construction of legal government in our country, administrative participation should strongly be emphasised.Administrative participation originated from the changes of contemporary administrative powers, the development of the theories and practice of power-control and participation , and people's understanding and acceptance of the thought of democratic constitutionalism day by day. The administrative participation can improve the effectiveness of administrative action, promote the efficiency of administration, protect citizen's rights, and control administrative authorities.This essay thinks that , seeing from the private party in the process, it is a fundamental system of administrative procedural laws and in order to establish systems of administrative participation it should be dealt with from the points of administrative participation subjects, contents, ways and system guarantees.
