On The Administrative Procedures Of The Democratic Principles Of Participation

The increasing complication of social life and economic life in the 20th century caused the rapid expand of administration authority. To control administration power and protect civil right through setting down an administrative procedural law became the need of administration by law. Democratization and justice of the administrative procedure is the characteristic of the modem administrative procedural law. And this means it is important for the administrative counterpart to enjoy the right to participate and change his status from the passive object to the active participant. Therefore, it is certain that the principal of democratic participation will be written in the administrative procedural law as a fundamental principle. This paper begins with the concept of the principal, and explains its theoretical and practical problems.
