Roh Moo-hyun, "peace And Prosperity Policy" And Inter-korean Relations Have Been Developing Research

This paper mainly talks about the Roh Mu-Hyun government of Republicof Korea (ROK) puts forward the new policy to Democratic People's Republicof Korea (DPRK), which is called the Policy. of Peaceful and Prosperous,and the development of these two countries' relationship after carryingout this policy. The Policy of Peaceful and Prosperous is a new diplomaticpolicy by which the Roh Mu-Hyun government intents to promote the peaceof the Korean Peninsula, to find the co-prosperity of DPRK and ROK, to makeROK as the economic center country of the Northeast Asia. after carryingout the Policy of Peaceful and Prosperous, ROK and DPRK made more progress,even though this was influenced by the Korea Nuclear Issue. Having seenfrom the developing and deepening relationship between ROK and DPRK, thePolicy of Peaceful and Prosperous is different from the policies of KimYong-san and Kim Dea-Chong, and it has it own characters of sustainability,depth, high degree, wideness. In the future we can outlook that under thePolicy of Peaceful and Prosperous, the main developing trend of therelationship of the two countries is still "dialogue, cooperation andco-prosperity", and the relationship still develops unevenly.In the first chapter the preface discusses the meaning of the titlechoosing, the studies about this topic home and abroad, the studying methodsand the creations and breakthroughs of this paper.The second chapter discusses the basic points of the Policy of Peacefuland Prosperous from several aspects such as background, promoting rules,aims and promoting strategy. Carrying the Policy of peaceful and prosperousis close related with the relationship of the ROK and DPRK, with theunstableness of the ROK national politics and with the change of theNortheast Asia international relationship. It not only inherits the KimDea-chong' Sun Policy, which is compromise and cooperative to the DPRK,but also embodies Roh Mu-Hyun' basic strategy on the Korean Peninsula andthe whole Northeast Asia. The aim is to solve the Korean Nuclear Issuepeacefully, to promote the cooperation virtually, to seek the co-prosperity of the ROK and DPRK even of the Northeast Asia, and to make ROK as the centerof the Northeast Asian economy. To achieve this aim, the Roh' governmentput forward the Forth Principle clearly, which is called the Policy ofpeaceful and prosperous towards DPRK, and establishes the strategy steps.The third chapter discusses that the Policy of peaceful and prosperousdeepens the relationship of the ROK and the DPRK. In the following 5 yearsafter carrying out the Policy of peaceful and prosperous, it actuallypromoted the relationship of the two countries, and gained many greatachievements in political dialogue, economy communication, peoplecontacting and military reliability. Even though the Korean Nuclear Issueinfluenced the mutual relationship, Roh' government still insisted onimproving the relationship of both sides, and on seeking the co-prosperityof theKorean Peninsula and got many achievements. As the accelerating ofthe Policy of peaceful and prosperous, the relationship got deepened.The forth chapter discusses the main characters of the Policy ofpeaceful and prosperous. Comparing with the policies of Kim Yong-san andKim Dea-chong, the Policy of peaceful and prosperous has its own charactersin developing the relationship, especially in solving the Korean NuclearIssue. This policy is a diplomatic policy with the characters ofsustainability, depth, high degree, wideness. The Policy of peaceful andprosperous not only stresses the procedure of solving the relationship ofROK and DPRK, but also stresses the result of achieving the co-prosperityof both countries. Therefore, this policy has the character of depth. Thispolicy also has the character of wideness that it surpasses the priorlimitation to DPPRK, and put forward a more comprehensive and concretenational developing strategy. It also has the:character of high degree thatthis policy will expand the peace from the peace of the Korean peninsulato the one of the Northeast Asia.The fifth chapter discusses the factors that restrict the developmentof the ROK and DPRK' relationship. At present the relationship of ROK andDPRK is still in a period of transition. There are many unfavorable factorsthat limit the developing of the mutual relationship, including the differences of the ideologies, the confrontation of the two socialinstitutions and the, the unsymmetric economic communication and thelong-term military confrontation. The other restrictive factor is theAmerica's Korean Peninsula policy. Therefore influenced by these factors,now the communication and cooperation is still very difficult.The sixth chapter is the conclusion that comments Noo's the Policyof peaceful and prosperous, and the outlooks the development of ROK andDPRK. In the procedure of developing the mutual relationship, the mostdifficult two problems are the misunderstanding of both sides and USA's uncertain policy towards DPRK. Whether the Korean Nuclear Issue, whichinfluences the stability of Northeast Asian politics, can be solved or notbecomes the most uncertain factor in developing the mutual relationship,this is also the biggest obstacle when Roh's government carries the Policyof peaceful and prosperous. In the future the way of developing these twocountries maybe more uneven and full of challenges, But on the initiativeof the Policy of peaceful and prosperous, the future relationship of ROKand DPRK will get improved and both sideswill endeavor to achieve the goalof co-prosperity.
