Research On Moon Jae-in Administration's DPRK Policy

After the Moon Jae-in administration came to power,he made strategic adjustments to the foreign policies of Park Geun-hye administration and Lee Myungbak administration during the conservative ruling period,especially in the policy towards the DPRK.That is to say,it puts forward a new policy of building a "peaceful and prosperous Korean Peninsula",and sets three goals,four strategies and five principles.After the situation on the Korean Peninsula gradually warmed up in early 2018,the Moon Jae-in administration further put forward the idea of "a new system on the Korean Peninsula".On the whole,the Moon Jae-in administration hopes to build a harmonious Korean Peninsula Peace Community and Economic Community through dialogue and pressure,and to seek new changes in the order to the Peninsula and Northeast Asia.Based on the theory and method of policy science,this paper first makes a comprehensive analysis of the domestic and foreign background factors of the policy-making of the Moon Jae-in administration from a new perspective of dynamic environmental interaction.Therefore,the paper clarifies the two clues of the value concept and basic objectives of the administration's policy toward the DPRK,focusing on the matching between the strategic resources possessed by Korea and the goal setting and means of its policy toward the DPRK.On this basis,this paper makes an objective evaluation of the progress and actual effect of Moon Jae-in administration's policy toward the DPRK frommultiple perspectives,multi-clues and multi-subjects.Meanwhile,It also looks forward to the prospects and difficulties of Moon Jae-in administration's policy toward the DPRK and China's Peninsula politics in complex situations.Strategies to launch targeted thinking.From the background of policy-making,the continuous tension and urgent demand for easing the situation on the peninsula,as well as the changes in the domestic political situation in South Korea and the ardent expectations of the people,are the important reasons for promoting Moon's change from the hard line of the conservative ruling period to the DPRK after the Moon Jae-in administration came into power.From 2016 to 2017,North Korea conducted nuclear and missile tests frequently,which significantly increased South Korea's "security doubts" and even "security anxiety",it made denuclearization of the peninsula a common security interest of countries both inside and outside the region.The Trump administration tried to carry out the policy of "extreme pressure" on the DPRK from political,economic and military aspects,forcing it to completely abandon its nuclear weapons.As a result,the United States and DPRK launched a fierce confrontation,which led to the extremely dangerous situation of continued tension and high-level shocks on the Korean Peninsula,and further aggravated the intensity and depth of the security dilemma in Northeast Asia.Obviously,this is a key aspect for Moon Jae-in's administration to consider seriously and focus on while deciding its policy toward the DPRK.At the same time,the enormous negative effects caused by the improper policiestoward the DPRK during the Park and Lee Myung-bak periods also spread to all areas of domestic politics,economy and security in Korea,further exacerbating the discontent of domestic political parties and nationals about the current situation of North-South relations and the tight situation on the peninsula.The new expectation of the Korean people for the administration of Moon Jae-Moon Jae-in urges it to change its policy toward the DPRK and make major new changes.Moon Jae-in's administration's conception of DPRK policy objectives has three aspects: first,to promote the realization of Korean-Koreanreconciliation and permanent peace on the peninsula in terms of political objectives;secondly,to promote the realization of economic reunification on the peninsula in terms of economic objectives;thirdly,to seek a solution to the DPRK nuclear issue and to grasp military initiative on the basis of the Korea-US alliance in terms of security objectives.Based on the above considerations,relate the political,economic and security aspects,this paper explains the basis and means of Moon Jae-in administration's implementation of the DPRK policy,and points out the internal contradiction and the prominent situation of the mismatch among its goal conception,policy basis and policy means.This has greatly limited the Moon Jae-in administration's policy toward the DPRK,narrowed its policy swing space,and made the policy implementation process fluctuate constantly,which made it difficult to achieve theexpected effect of the policy.Generally speaking,Moon Jae-in administration's policy towards the DPRK embodies three characteristics.At the political level,it emphasizes promoting the establishment of a lasting peace mechanism on the peninsula;at the economic level,it actively advocates promoting the "new economic map of the peninsula" :And at the security level,it relies on enhancing the self-defense capability of South Korea.Although the Moon Jae-in administration has achieved some phased results in its DPRK policy,the situation on the peninsula has eased,and the North-South relations have once entered a benign track of dialogue and cooperation,South Korea's unchangeable habitual perception,intense domestic party competition,weak economic boost,delicate changes in the trilateral relations between the United States,South Korea and DPRK,and the surrounding diplomatic dilemma are severe.In this critical situation,especially when the DPRK regains its diplomatic strategy of "closing the South to the United States",there is no doubt that the further implementation of the policy of the administration of Moon Jae-in is facing a great test.For Moon Jae-in's administration,efforts to maintain the existing policy unchanged and effectively control the explicit potential risks are related to the effectiveness and success of its policy toward the DPRK.At present,the Moon Jae-in administration will not change the "sunshine" line of its policy toward the DPRK,but whether it has enough wisdom,confidence and determination to break through the structural bottleneck and connection crux of its policy toward the DPRK remains to be further observed.Under the complex and delicate situation in which the situation on the Korean Peninsula has gradually eased but structural and crux factors have not been thoroughly eliminated,China should firmly adhere to the stand of denuclearization of the peninsula,adhere to political dialogue and diplomatic approaches to solve the problem,balance the legitimate interests of all parties,especially major security concerns,and be active.We will play China's role,provide China's wisdom and demonstrate China's achievements,help consolidate the momentum of relaxation on the Korean Peninsula,strive to promote the establishment of a peace mechanism on the peninsula,and ultimately achieve denuclearization on the peninsula and long-term stability in Northeast Asia.
