Main features: the lack of an independent monitoring body, subjecting to government of the same level, and overlapping functions with discipline inspection departments; The power of administrative supervision is inadequate; administrative supervision of the relevant legal construction is to be perfect; the shortage of its manpower, lack of incentive and monitoring mechanisms and its own construction is to be perfect, and so on.About the way to effectively realize China's administrative functions, this paper targeted mainly: Through the creation of vertical independent administrative supervision institution system to ensure the independence and authority of the monitoring; Increase its monitoring powers; Strengthen administrative supervision organs; To have its functions performed more effectively by using the pressure of the international community and public opinion. In addition, it is stressed in this paper that the full co-operation of each power-supervision department is very necessary to change the status of its ineffective performance. It is advised to put administrative supervision as the main body of the whole power-supervision departments, after strengthen its independence and authority. This thinking is very close to the "big department" idea proposed by CPC Central Committee; Political reform is the prerequisite and foundation of the reform of administrative supervision system which is a part of administrative reform. The inevitable result of the political system reform is a more democratic power structure and a higher degree of legalization, the strenthen of the civic awareness of the entire society and the improvement of people's quality on democracy and law. All of these provide a good political environment to promote the reform of the administrative supervision system.
