China is a focus for the agricultural development of countries since ancient times. Even in the era of rapid development of science and technology, Agricultural development has always been concern because of the people's livelihood.In full swing today of "Building a new socialist countryside", research on "Agriculture - Rural - farmers", the three rural issues is in line with the social development and the needs of the times.In this paper, I will concentrate my efforts on the acquisition system of Rural Usufruct of House Sit.Talking about its history, current situation and shortcomings, analysising of the reasons for the existence of defects and proposing system design for improving the deficiencies. Light of reality, from the superstructure level, proposed the development of ideas for the acquisition system of Rural Usufruct of House Sit.For subject qualification of Rural Usufruct of House Site, it can establish a system which include applications for household registration, paid,limited transfer and leasing right.Permission was not standardized. It can establish four permissions system which include Rural collective economic organizations, The town governments, The land management departments of County level governments, County level governments.The management system of Rural Usufruct of House Site is Confusion. From sounding management system and improving the management system, it can establish open system, monitoring system and the system of accountability, clear responsibilities,and fundamentally solve the confusion situation caused by the management vacuum.
