Public Fire Relief Mechanism In The Process Of Rapid Urbanization

Abstract With the rapid development of modern society, various uncertain factors also emerge out, which make modern society load high risks. Therefore, as the largest public agency, government has the duty to prevent risks and ensure social balance and stability. Above all of these, public disaster relief is its main duty. At present, China's disaster relief's function is carried out by the Fire Services. The internal mechanisms of fire protection should be focused on firstly before making research on public relief mechanism.Fire protection is an important public goods in modern society. Fire security plays an important role in the security of the lives and properties for the most citizens, and it also make great contribution to the social harmony and stability. For these reasons, government has the responsibility to provide it. At the moment, our country is on the transformation from the traditional society to the modern society. With the industrialized urbanized and market- oriented steps accelerated, the indefinite and the non-traditional factors are increased and the probability and the risk of fire are increased also, that fire protection work has to challenge. It's a sharp comparison between the increased fire security requirements and the complex disasters. Therefore, the thesis makes research on the problems of fire protection from the high-speed urbanization perspective.First, the article introduces the public fire protection system and the related conceptions, and then it analyzed the public fire disaster relief mechanism theory value to the societySecond, it makes Chinese and foreign comparison about public disasters problems under the background of high-speed urbanization and forecasts the future disaster tendency based on the overseas experiences.Urbanization development status and public fire protection system status problems are discussed in the following paper, Problems and predicaments that the traditional fire protection system meets are pointed out, which are the insufficiencies in the aspects of leadership system, the human resource system, the emergency system, the infrastructure. These problems have restricted the fire army's work in emergency recovery.Last, the goal, the principle and the policy orientations are pointed out for the purpose of optimizing public fire protection system. Some suggestions are put forward on purpose of improving fire protection, which are: from government-monopolized style to public-participated style and building up social fire protection system; guaranteeing the fire protection infrastructure arriving; quality developing and training a high-quailed military; developing centralized style. Above of all are the responsibilities and missions of public fire protection system.
