Study On The Optimization Of Gansu Disaster Relief Supplies Reserve System

Human society is always faced with various crises,and China is no exception.In recent years,our country have suffered great natural disasters,such as the Wenchuan earthquake,Zhouqu mudslide,Yushu earthquake,Weimaxun super typhoon and so on,which have caused great losses to people's lives,property and safety.Crisis management is one of the important functions of the government,and the ability of public crisis management is also an important embodiment of the government's administrative ability.In view of the fact that public crises such as natural disasters can hinder development and lead to poverty,governments at all levels in China have steadily strengthened public crisis management and gradually established a five-level disaster relief material reserve system at the central,provincial,city,county and township levels.The optimization of the disaster relief material reserve system is of great benefit to the effective crisis management of the government and the maintenance of political and social stability.Gansu Province is a vast area,located in the western part of China,located in the upper reaches of the Yellow River,belongs to the typical loess plateau landform,mountains and gullies in the region,soil erosion is serious,very prone to mountain torrents,debris flows and other natural disasters.In recent years,the plate neotectonic movement from the Longnan Mountains to the Hexi Corridor is very strong.With the strong uplift of the Qinghai-Tibet Plateau plate,the crust of this area is unstable in the margin,and it is very easy to occur geological disasters.Special natural environment,geology and geomorphology determine: disaster is the biggest situation in Gansu Province,disaster is the biggest hidden danger,often “ten years and nine disasters” and “no disaster does not come of age”.Gansu Province also carried out the construction of disaster relief material reserve system according to the requirements of the central government and the situation of the province,effectively dealing with the disaster of Zhouqu super-large debris flow and Longnan torrential flood and debris flow.However,there are still some problems in the construction of Gansu disaster relief material reserve system,such as falsification of leading organs for disaster prevention and mitigation,slow construction of the reserve,few types of material reserve,blocked reserve management information,and low efficiency of distribution of disaster relief materials.Solving these problems will effectively enhance Gansu Province's ability to deal with natural disasters,and provide a guarantee for economic and social development.
