Study Of The New National Party Congress

Starting with the connotation of the system of standing party congress and proceeding with the system of standing part delegates and that of annual party congress, the paper excavates the theoretical, historical and real bases of the system standing party congress, summarizes experience of some current experimental units, opens out some good results and issues of this system, and finally brings forward the way to perfect the system of standing party, There are three parts in this paper.The first part covers the connotation and bases of the system of standing party congress. This part outspreads mainly surrounding two contents: One is the inner-party democracy that the systems of standing party congress is organic combination of the system of standing party delegates and that of annual party congress. The other is the substance of this system that it safeguards party members' democratic rights. Here it elaborates the essential connotation of the system of standing party congress and meanwhile reveals the theoretical, historical and real bases of carrying out this system and its significance.The CPC has explored the system of standing party congress in the close period. The 16" congress of the CPC pointed out that the local test of the standing system of the congress of the CPC must be expended in county and municipal level. The function of the standing system may be fully exercised in the close period of the Congress, and in the mean time points out some problems of the system of standing party congress in experimental phrase such as conception ,the system ,and so on.The third part offers some assumptions to perfect the system of standing party congress. There are lots of obstacles in system, idea and experience during the implementation of the standing system. Suggestions on perfecting the standing system are given by analyzing standing institution of the congress of the CPC, power relationship among the Congress, the Party Commission and the general Party commission , power relationship between the Congress, Party Committee and Commission for discipline Inspection of the CPC, relationship among the Congress, the People's Congress and Chinese People's Consultative Conference ,and system of the inner-party democracy.
