The Party's Congress Standing System Research

The system of Party congress is the basis system of inner-Party democracy. It has two kinds of operational pattern: one is the non-permanent system of the congress, the other is the permanent system of the congress. This paper is to test the permanent system of the Party congress.The first part has revealed the theoretical basis, and realistic significance of the permanent system of the Party congress. This part analyzed the theoretical basis of the permanent system of the congress following the logic as democracy, direct democracy, representative system democracy, inner-Party democracy, the permanent system of the Party congress. Then the part analyzed the realistic significance of implementing the permanent system of the Party congress from three aspects.The second part has carried on the inspection to the history of the permanent system of the Party congress. The historical development and evolution of the permanent system of the congress had experienced a process: Marx and Engels proposed the annual conference system, Lenin practiced and developed the annual conference system, the Communist Party of China proposed and practiced the permanent system of the congress. The third part has aggregated the achievements and problems of experimental units. Since 1988, the permanent system of the Party congress has been implemented two periods of experimental units. It is necessary to sum the experiences and explore the reasons of problems.The fourth part has offered some assumptions to perfect the system of permanent Party congress. Suggestions on perfecting the permanent system are given by analyzing power relationship among the congress, the Party commission and the general Party commission; power relationship among the congress, Party committee and Party commission for discipline inspection. This part also analyzed that how to perfect the system of permanent Party delegates and the system of annual Party conference.
