The Study On The Standing System Of The Representative Congress Of The Communist Party Of China

Inner—Party democracy is the life of the CPC. Probing into the way of realization of inner—Party democracy,finding the effective carrier and new growing Point is the leading factor of gaining breakthrough and development of the inner--Party democracy. Establishing the standing System of the congress of CPC whose core is inner--Party democracy is a new breakthrough of the improvement of the inner--Party democracy system,So as to realize the way of leadership and ruling. The 16th congress of the Party pointed out that the local test of the standing system of the congress of the CPC must be expended in county and municipal level. The function of the standing system may be fully exercised in the close period of the Congress by exploring and improving the active form of the Congress. Under the situation, the standing system of congress has become a new research subject and a great field in the CPC's democracy construction, which facilitates optimization of great decision- making,elevation of democratic level of perfection of supervision system.
