Jiangsu Prison Regulatory Security Project Risk Management

As the place of the punishing criminal, the prison is also the most concentrated place of the man who commit crimes in society. So the danger, the violence and emergency is more than other place. Especially the danger about breakout, violence and injury, commit suicide is very outstanding.For recent years, the prison management in west country have developed some measurement to manage the risk in order to deal with the emergency in the prison. The prison in our country is also more and more pay attention to the safety defending. But both the west country and our country only deal with the emergency when the single and real emergency happening, the manager have not developed the systemic measurement, in the especial have not developed the numerical management to the safety risk in prison.The dissertation based on the Item Risk Management Theory study the safety risk management in prison of Jiangsu province. In the study, according to the analysis to the aim of the prison safety and researching object I obtain the factor influencing the prison safety, and achieve the character and category of the prison safety risk recently. In the same time, based on collecting a lot of the material, researching the questionnaire, analyzing the factors of the prison risk, the dissertation divide the factors into three factors including criminal self, prison manager and establishment. To the criminal self, I use the criminal self risk measure table and behavior character measure table to evaluate the risk factor, and ascertain the risk degree about the criminal. To the prison manager, I use the AAP(Ability, Action, Performance) measure table to evaluate, and analyze the controlling method and measurement. As to evaluating the exponent of the prison safety risk, the dissertation accord to the result of the evaluating the criminal self and the prison manager, build the inkling integration judge numerical modeling to calculate and compare the result, and at the end ascertain the risk degree. At the same time, I also put forward the pertinence measurement to the principal, method and the content of the prison safety defending. The core of the study is the distinguishing, evaluating and controlling to the prison safety risk in the Jiangsu prison.The dissertation also put forward measurement to advance the ability of the prison safety defending from the way of the aim, organize setup, the content and method of the management.
