The special function of the prison is responsible for social stability in the social division of labor,as a penalty executive organ,Prison is the social unstable factors itself,Prison break,suicide self mutilation,assault police,prison production safety incidents and other incidents in the past few decades has occurred.At the same time,as China's social transformation,the breeding of non-traditional security incidents,will seriously affect the safety of prisons and social stability.As one of the three major means of reformation of convict,Prison administration refers to the Administrative activities with regard to prisoners by the organ of the State for executing criminal punishments.A prison itself is not safe,so prison administration risk is everywhere,and always happen.It caused by five major factors in the process of prison administration,including regulators,regulated,natural,social class and prison internal.These factors interact each other with many characteristics,such as complex multiple,double risk,computability,and so on,if Prison administration can not fully play the role,will directly affect prison safety and stabilization,once the risk turned into a real crisis,the consequences will be estimated.The article uses the management risk early warning indicators design corrections as the innovation point,combing with literature research,questionnaire,qualitative and quantitative analysis methods,In the case of M prison in Guangdong province,we summarized the risk distribution.25 kinds of early warning indicators of risk caused the prison administration are selected,and then,we quantitative analysis of the index using the risk matrix evaluation method,build risk matrix,Early warning index design has been developed,which can measure the risk level and the trend of development,The design of the index is widely applicable and practical,helping to identify,prevent and mitigate risks,The uncertain factors and the effects of the prison work in our country are limited within the controllable range.Thus,it is of great theoretical and practical significance to ensure the safety,social stability and people's life and property security.
