With the development of socialistic market economy and the progress of politic democracy, in the process of administration system reform and modernization, the public becomes more and more striker, and puts more attentions to the government image. For a long time, credibility research always focused on individual and commercial fields, but neglected the government field, who is the advocators and defender of building social credibility system. Government credibility is the cornerstone of social credibility system. Government credible image is an important resource for government to put forward policies, attain certain goals, reduce resistances and costs of policy implement, and improve policy effects. From another point of view, whether the government is credible or not directly relate to its firmness. So, research about government credibility is not only an academic issue, but also a social problem, which in front of our country socialist market economy construction and badly need to solve.Government credibility is a moral quality of government, and is also a ethical commitment to the public. Currently, China's lack of government credibility manifest in the follow aspects: policy's lack of stability, badly formalism and officer corruption etc. Reasons that lead to above are complex, mainly lies in government's self-interests, obscurity government role, imperfect administrative responsibility system, low administrative moral qualities etc. Only by step up instruction related laws and polices, strengthen government supervision, improve officers' moral qualities, and innovate the government credibility mechanism from the basic system, can we create china's government credibility system. Our long-term goal is to create a credible, responsible, incorrupt, efficient and service-oriented government.
