Kosovo issue is a Gordian knot in the Balkans at all times, due to long historical and ethical factors as well as playing games among powers. For a long time, people pay their attention to the policies of America and Russia in Kosovo, the one of EU be neglected. In fact, EU draws more attention to Kosovo issue than other powers because of historical and geographical blood relationship. Especially, when EU's east-enlargement starts up, the peace and stabilization of southeast Europe play more important roles in the EU's progress.However, the change of EU's policy to Kosovo went through one painful process. During the period of Kosovo crisis, EU insisted on territorial integrity of Yugoslavia, and emphasized this item in the text of UN Resolution No.1244 and The Stability Pact of Southeast Europe. Then EU appeared unstable position and amphibious attitude in the NATO peacekeepers period, while in the final status negotiations period EU began to persuade Serbia to give up Kosovo and drive Kosovo's independence progress. After Kosovo declared independence, EU gave a large amount of political, judicial and martial support to realize Kosovo's true independence. Among the change of EU's policies to Kosovo, American, Russian and UN's attitudes should be taken into account. Some member states in EU also improve and affect the change of EU's policies.To the independence of Kosovo, International society's attitude and respondence are very important, and we should maintain sufficient vigilance to the western countries-leading "national self-determination" game. While many countries have ethical issue, outer forces'interference may lead to local or international turbulence.
