Abstract/Summary:
This thesis employs John W. Kingdon's multiple-streams model of policy agenda setting and alternative specification to analyze Canada's policy response to ethnic conflict in Kosovo in 1998/1999. By using an extensive program of interviews with former policy actors and public source documents, the thesis argues that it was a convergence of independent problem, policy, and political dimensions that caused the Kosovo intervention to emerge on the Canadian agenda. The research interviews contribute a comprehensive insider's view of events as they developed in Ottawa.
