Preference To Conceal "the Public Policy Implications Of Its Countermeasures

The policy making body's preference falsification is very common in the policy making process. And this preference falsification can influence the design, implementation, adjustment and assessment of public policy. Policy making body is an"active element", which is dominant in power and status, and that is why it can exert great influence over the body's behavior and operation of the policy making system.This paper illustrates how the policy making body's preference falsification affects the policy making process through an analysis of interest. And this paper also seeks the motivation of this preference falsification, provides some available solutions and tries to find a good public policy making system as well.
