| China's legislative operation lacks the effective supervising mechanism and the mechanism for the public participation, to some extent, it causes that legislation does not adequately meet the public demand for legislation and can not fully protect the legitimate rights and interests of the public. Therefore, we should strengthen the supervision of the legislative power to prevent the improper exercise of it. As our country's lack of an effective legislative system internal constraints and the power restraining power is not sufficient, the community supervision of legislative power is very necessary. In the social supervision of legislative power channels, the news supervision of public opinion is a viable way. In theory, the news supervision of public opinion of legislative power is possible and necessary, and it also has important value. It is advantageous in realizing the democratic, scientific and the rule of law for the legislation, and it will help alleviate the social contradictions. However, in China, the scope and depth of the news supervision of public opinion of legislative power is not ideal, the realization of the news supervision of public opinion of legislative power is in plight because of the obstacles of the system and the mechanism. The difficult positions of the news supervision of public opinion of legislative power are as follows: the legislature is more conservative, the legislative administration tendency is obvious; the news supervision of public opinion lacks the good system environment and the social environment; the legislative system is imperfect; the civil society strength is weak; and so on. The realization of the news supervision of public opinion of legislative power needs optimize the external environment of the news supervision of public opinion of legislative power, and construct the implementation mechanism for the news supervision of public opinion of legislative power suiting the current institutional framework of our country. |
