If we are studying criminal investigation as a special industry, we will find that, in this industry, someone needs to acquire the forefront of the information, and needs to firmly grasp the pulse of the times. The criminal investigation is "a highly intelligent confrontational of manual work", because of its characteristics of times, intelligent, confrontational and information as guidelines for conducting, it should farthest absorb the most advanced achievements of scientific and technological, only armed with the most advanced technology, the main body of investigation may gain the initiative in contest with the perpetrators. On the current, we are going for broke to realize the investigative informationizing, it means that using the most advanced technology to arm detective.In the western developed countries, the theory about the investigative informationizing has known as "intelligence-led policing", which has been generally unified in the fifth reform of the policing, that is, the policing model of "extensive collecting criminal information, and conducting an in-depth and meticulous analysis, on this basis, decision-maker can consider all angles of the question and guide police activities from the overall strategy and specific tactics". The investigative organs of the western developed countries has been taking the forefront of the world and also succeeding in theory (such as the "new three" of policing reforms) by right of advanced technology and solid material foundation in the investigative informationizing. At the same time, they are continuously improving their large-scale, high-sharing database, and starting to take full advantage of relevant information based on the application of advanced science and technology on the case analysis, in pursuit of the investigation to maximize efficiency. It represents a useful effort for accelerating Chinese pace in the information of investigation process.This thesis is divided into four sections to discussing and analyzing the issue which are the most prominent and the most need to be resolved in Chinese mechanism of investigation, hoping to coordinates the different investigative organs' views about the investigative informationizing's direction and objectives, and establisheing our country's unisonous, uniform, and efficient information systems of the Criminal Investigation. It may be put forward some constructive proposal for enhancing the level of standardization and quality of the investigation.In the first section, on the basis of expounding the relevant concepts of the information, the author stating the central concept of the investigative informationizing to the command the full text, and ulteriorly discussing the characteristics and meaning of the investigative informationizing. Secondly, analyzing the defects and shortcomings of the criminal investigation's mechanism in the information social; and also introducing something about Chinese "Golden Shield Project", the information of public security work.The second section is analyzing the western developed countries' modern policing, and mainly introducing the significant achievements on the investigative informationizing of the developed countries, especially comparing and studying the United States National Crime Information Center (NCIC), the United States Police intelligence-led policing model (Comp Stat) and the United Kingdom National Intelligence Model (NIM) .The author is trying to seek an useful enlightenment to speed up the process of Chinese information of investigation, and recognizing that ideological understanding, informational standards, promoted by legislation and talent are the important safeguards of the investigative informationizing in the current construction.In the third section, starting with constructing the unique investigative informationizing system in China, this thesis discussed our current aim in the informationizing process of investigative reforms, as well as the basic indicators of the investigative informationization under current conditions. In addition, it was also emphasized how to construct a unique informationizing system in the process of investigative informationization in three aspects which to construct the basic information system, the investigative decision-making system and the combatant application system. Thirdly, it was focused on the methods in the application of combat, the investigative means and the informationizing approach of the criminal intelligence information. There are three contents of the investigative informationization: The first one is the combination of the investigative methods and the information technologies, also called as "the investigative automations "; the second one is the integration of the investigative instruments and the information technologies, also called as " Informationizing Investigative Instruments" and the last one is the combination of the investigative measures and the information technology, also called as "criminal intelligence informationization."In the last part of this thesis, on the basic of fully dissertating about the constructing of investigative informationizing system, the informationizing -based investigative mechanism of the integrated criminal prevention and control was discussed, for which the author is briefly analyzing the intensions and historical background of the integrated investigation, and pointed out his own view on its framework by improving the accuracy of the fight against crime, improving early-warning mechanisms, strengthening the position control, constructing the combined operational capabilities and collaboration with other aspects.
