Research On The Culture Of Clean Government Of The City Government

Generally, the incorrupt government culture is the sum of people's knowledge, belief, standard, value, their relevant behavior ways, and the social appraisements on the incorrupt government. And narrowly, the incorrupt government culture refers to achieving the cognitive and behavioral pattern regarding honesty and industriousness as the core value in the political organizations, of which the core is power institutions of the state. The construction of the incorrupt government culture is the new cognition that our party has learned and epurated from the experiences of the construction of incorrupt government and the struggle of counter-corruption for many years, is the development and extention of the counter-corruption education, is the foundational work of the counter-corruption, which also manifests the inevitably request of the construction of the incorrupt government and the counter-corruption work in the new era. Enhancing the construction of the incorrupt government culture with the time's characteristics, does silently play the vital role in establishing the correct thoughts, value orientations and behavior ways. The goal of constructing the incorrupt government culture is to bring the entire society into participation, to keep the leaders of the party , specially the Communists be honest and incorrupt, and to form the prevailing custom regarding honesty as the honor, while corruption as the shame good through practices.Based on the fact that the current system is not sound, and there are certain limitations of the construction of government culture in its initial phase, this paper takes the development of constructing incorrupt government culture in Huangpu District Shanghai as a case, to discuss how to strengthen the culture of clean government. The article points out that: The system of incorruption does not exist in isolation, and the unsoundly related system will lead the incorruption system deficient or even feeble. Anti-corruption is actually a effort of the system. At present, the construction of the incorrupt government culture is still in the initial stage, and has many limitations. So it is impossible to solve all the problem of corruption now. However, the support and motivation of incorruption system by the incorruption culture can not be underestimated. Therefore, in the currently unsound structure and mechanism, enhancing the construction of the incorrupt government culture is still important for the well development of Communist Party of China in incorruption construction and the anti-corruption struggle.The key arguments are as follows. First, among the multiple reasons that may cause the current problems of corruption, the main two may be the system and the culture, namely the distempered existing system and mechanism and the lack of cultural approval and support, which makes the system difficultly to get the good effect. The anti-corruption needs the support of culture, while the construction of the incorrupt government culture does great impact on incorruption. That means just when the incorruption system with the culture of support, it can happen lasting effect. Second, the construction of incorrupt government is a complex and arduous social system project, which needs the entire party members and entire society to joint their efforts. As the foundational work of counter-corruption, the construction of incorrupt government culture, must persist the widespread social participation as the principle, play the role of functional departments, explore and perfect the way and the appraisal mechanism that the public widespread participates in the construction of incorrupt government, and expand the social effect of the construction of incorrupt government culture, to gain the widely public recognition. Third, the construction of incorrupt government culture also has limitations itself at the initial stage, so its public recognition is very superficial, and its summary of the law is still not perfect, especially on how to enhance its science which requires further study.
