The punishment of Officials' by salaries is a way for the emperor to govern his officials,Rectify them and promote the administrative efficiency. The government of Ming Dynasty made it become a regulation by laws gradually.Generally speaking, there are two levels of the study of the history of regulations,which complement each other and rely on each other,the level of the regulations,and the level of actual operation.So,I will explain this by the following points.In the introduction part, the author states the research status and the writing purpose about the salary system and the salary punishment.In chapter 1, it telles us the overview of the penalty system.The author believes the nature of the punishment by salary is an administrative punishment or the punishment for minor crimes.It can be used seperated or together with others,being a part of punishement or the dditional criminal of the punishment for minor crimes. In chapter land 2,the author studies them specificly through the related government books the records of laws,and draws the conclusion of differences and the similarities between them.In chapter 3,it tells us the connection of The punishment of officials' by salaries and ransom criminal,and also the dissimilarities of civil and military officials.In chapter2, it's about the the punishment by salary in Jiaqing Dynasty.Ihis based on the facts of Record of the Sejong,and the author studies this period specificlly.In passage 1 and 2,the author expresses his ideas on the different kind ,the range of the punishment by salary ,and also discusses the connection as well as the dissimilarities.In passage 3 ,it mainly talks about the influence of imperial power on the punishenment by the etiquette ,the branch road official and the Emperor TU Chao.The practice of this policy is to Strengthen the imperial power at first,but later the imperial power became the main factor of this system.Conclusion,the afterthoughts of this system.The author believes this method is to punish the officials for theirs mistakes,not to get the financial benefits .Therefore,when we study the punishment sysem .we should not emphasize too much on the financial crisis or the connection between the low salaries of the officials in Ming Dynasty and the punishment by salaries.The basic characteristics of this is to punish according to the rule of law, taking the ethics for reference,taking emperor's wishes into considerration.and also the benefits of the officials.
