The orientation of linking international institutions and domestic politics is on the front and very promising in the study of international institutions. In view of that scholars have not defined comprehensively and clearly of all the possible choices states may make in their participation in international institutions, this thesis tries to put forward the comprehensive participation forms states may choose when participating in international institutions, namely states' positive and negative participation in international institutions, and after that the author gives out an international-domestic institutions' interaction explanation mode to explain states' behaviours toward international institutions.This thesis takes China's decision to join GATT as a case to examine the above-mentioned international-domestic institutions' interaction explanation mode in explaining states' participation in international institutions. Scholars seldom investigate China's international institutional choice from dissociation to joining, instead they focus on the interaction between China and international institutions after China has joined the international institutions.
