Since 1980s, based on the further enforcement of the fourth communization-featured police reform and the gradual promotion of fifth informationization-featured police reform, public security civil servants has become a professional and vocational vital force that is indispensable to the public security organs. Since 2003, the public security organs of nationwide local governments have enrolled all kinds of social talents for the work of supplementary property through public examination and social recruitment. Thus, the team of public security civil servants has become bigger and bigger. The public security civil service system is a kind of practical innovation and monumental reform towards the public security personnel system, enabling the police to breakthrough the bottleneck of police force shortage. The civil service system of the police fuses the concept of market economy into the contractual social service, not only enriching the basic police force, strengthening frontline law enforcement staff and alleviating the shortage problem of police force through reallocation of civilian police personnel, but also optimizing the inner organization, enhancing the urgency consciousness and reviving the team energy. Therefore, the system is significant in promoting the establishment of multi-channel police resources and construction of standard public security service team.Reviewing the current status of domestic and foreign public security civil service system, the Thesis summarizes the experience of implementing the civil service system of Chinese public security, analyzes the main problems during the implementation and proposes the relevant measures for improvement. The Thesis is orchestrated in five chapters.The Thesis has five chapters. The first chapter is the introduction, clarifying the background and significance of the research according to the police force allocation, inner structure and practical demand of the public security organs, and meantime, introducing the existing research on the public security civil service system, research method of this thesis as well as the theoretical framework. The second chapter demonstrates the origin and meaning of public security civil service system, analyzing the origin and current status of Chinese public security civil service system from the angles of theory and cause. A logical definition is made on the public security civil service system in terms of meaning and feature. Some relevant concept is compared in this chapter too. The third chapter tells the practice of the public security civil service system. Firstly, it quotes the practice and experience in foreign and Hong Kong areas and exemplifies the achievements of experimental units in some large-sized cities in mainland China. Secondly, it probes into the Chinese achievements in implementing the system. Finally, it points out some civil service related problems crying out for immediate solution. The fourth chapter proposes the measures for improvement. It frames basic thought for the improvement of Chinese public security civil service system and then discusses about the solution and the supporting measures. The fifth chapter is the conclusion and puts forward some relevant subjects for further research.This Thesis illustrates the origin, meaning, and existing problems of Chinese public security civil service system and the relevant strategic measures in allusion to the current dishevelled status of the same. A deeper demonstration is made on the guiding significance and value of Chinese public security civil service by referring to the development of such system in western countries as well as Hong Kong. The Thesis probes into the main problem in the Chinese public security civil service system in a comprehensive way and proposes some realistic improvement measures based on the real situation.
