After Eisenhower took office,he took into account the overall strategy of United Arab countries against the Soviet Union and inherited the government of Truman's policy towards Israel, which continues to carry out hard-line policy towards Israel, while it does not work.During Eisenhower's second tenure of office, the Suez Canal War changed the Middle East situation dramatically and urged the US Government to reconsider its hard-line policy towards Israel as well as changed its perceive to Israel's strategic position. At the same time,in response to the infiltration of the Soviet Union in the Middle East and the radical Arab nationalist movement rising, the United States and Israel carry through some effective strategic cooperation.Especially the 1958 crisis in Jordan, the strategic interaction between the US and Israel laid the foundation for strategic cooperation.Subsequently, the United States adjustments its policies towards Israel from simply sanctions to the positive sanctions policy of reciprocity.Eisenhower's policy towards Israel laid the foundation of Kennedy's the sharp reversal policy of military aid to Israel,so this period should be regarded as the incubation period of US-Israel strategic cooperation. The US-Israel relationship will be analyzed in the period of President John·F·Kennedy in ChapterⅡ.President Kennedy implements the policy of balance on the issue of the Middle East when he took office.Due to that the United States and the Arab countries have the different strategic objectives and the gradual infiltration of the Soviet Union to the Middle East improved the US-Israel relationship.Soviet Union supported the Arab countries with a lot of advanced weapons and in exchange for Israeli concessions on the issue of the Middle East, while the United States arms sales policy towards Israel from an arms race of control to the arms balance of maintenance and sale the advanced Hawk anti-aircraft missiles to Israel.Later,President Kennedy provides the security guarantee to Israel and approvals special relationship with Israel is similar to the United States and Britain,so that the US-Israel relationship developed fundamentally.ChapterⅢI mainly analyses the formation of US-Israel "quasi-alliance" relationship as well as its detail and the reason for the maintenance of the relationship during the period of President Johnson government. In the1960s,changes of the situation changed, which makes the strategic assets status of Israel become more important. In the Six-Day War,the strategic assets status of Israel is consolidated. In order to maintain Israel's military superiority in the Middle East, the United States began to sell the most advanced weapons to Israel and consider the interests of Israel in the diplomatic. That the consistent of the strategic interests of the two sides in the Middle East, the similar ideology of the two sides and the influence of Jewish organization in the United States congress are the important aspects for the formation of the US-Israel "quasi-alliance" relationship, while the former is the main reason, the latter secondary. The influence of the formation of the US-Israel "quasi-alliance" relationship(1953-1968) will be the focus in Fourth Part. The formation of the "quasi-alliance" relationship between the United States and Israel has a significant impact on the two sides and the situation of the Middle East but also the Middle East geopolitics. In the concluding part of this thesis, the author mainly analyses the status of the continued development of the US-Israel relationship and tries to draw the outline of the future US-Israel relationship, after the formation of the US-Israel "quasi-alliance" relationship.
