Promoting the institution reform is one of the main tasks of China's administrative restructuring, it is also an essential requirement to vigorously promote our public services and public welfare development. The key of institution reform is to separate government from the institution, but how to make over 3000 million public welfare people smoothly and ordered turn from 'national man' to 'social man' is the difficulty in separate government from the institution. Therefore, three changes in the reform of public institutions are proposed, which are the change from identity management to post management, the change from lifelong liability to employment system, the change from fixed salary system to performance wage system. As a system design, the management idea and configuration mode of human resources are decided by the functional characteristics and structural relation of organization. From the requirement of institution reform, post management is easier to meet the requirement in socialization, publicity and specialization, and is more according with objective requirement that Institution should push to the society and move towards the market so that employment system and performance wage can be better carry out. So, post management is the direction in reform of public institutions.The research purpose of institution post management, one is to provide a comparatively complete theoretical framework and basic content, anther is to put forward a operating path on how to do the management, the last is to explain that the institution subject position in implement post management, must have certain autonomy. This paper focuses on the theoretical discussion of 'post management' firstly, mainly starting on Basic Concept, trying to define and describe "post management" theoretically.
