Our institutions are social service organizations for the social public welfare goal, engaged in education, science and technology, health and so on, conducted by the state agency or other organizations using the state asset. The traditional institution management system has been already uncoordinated with the market economy system request and restricted the national economy development. Facing intense market competition, the institution is imperative to change its system according to the request related institution reforms. Changing the system to business becomes one of institution survival outlets. Compensation management is now playing more and more important role in managing human resource of Institution and attracting people's concern.In this article, we firstly introduce compensation system of Institution briefly and its questions from the view of human resource management. Then we put forward some advice about the recent problems, such as "strengthen the union of salary and organization strategy", "increase the proportion to pay for performance", "unify the salary and the achievement inspection", "take the intrinsic salary management" as well.The key point in this article lies in, the author creatively proposes the application of the post achievement wage system in the process of the management institution changes its system to business and specifically describes its implementation according to a practical enterprise case which comes from she practices. It provides a good model to the management institution changes its system to business in the similar situation.
