P.R.C Village officials refer to the grassroots self-government organization leaders led by the village committee deans and village party branch secretaries. China's village officials' total number is beyond 5 million.In recent years, with the deepening of socialist reform, a variety of intricate combination of factors are intertwined, which vastly contributes to the rampant development of village officials' duty criminal acts and has become a matter of rural development and stability of the countryside. Village officials' job-related crimes are more concentrated in the areas of economic and democratic election corruption, embezzlement, and bribery. Its occurrence not only adds tremendous obstacles to the fragile rural development, but also exacerbates the urban-rural dual structure contradictions.This article is divided into three sections as follows:Section I is an analysis of job-related crimes situation in our country.Section II discussed the village officials' job-related crimes, the legal characteristics and formation, as well as their common charges. It also expounds on whether the village officials'vote-buying belongs to the scope of village officials'job-related crimes, and how to fill the legal gaps.Section III analyzes job-related crimes abroad governance experience and lessons the United States, Austria, Singapore and India learned. It also dwells on the tackling problems arising from the governance. Finally, the author clarifies his views on solution by composite governance led by the severe execution of criminal law.Conclusions: At present, we should lose no time to counteract village officials'job-related crimes. We have to strengthen the legal theory researches, focus on improving the criminal legal system entities and procedures. We have to exert efficient deterrent role of criminal law to crack down on village officials'corruption, misappropriation, invasion and occupation in the field of collective property and democratic elections. Eventually we plug the "village official" crime loophole. We are to accomplish the maintenance of rural development and stability via the comprehensive management of rural work.
