From the end of World WarⅡ,there have been several decades,the world has changed a lot, and the situation is ups and downs.Asia,Africa national liberation and independence movement have been flourished.After decades of stormy vicissitudes,the Middle East has always been of particular concern to the people of the world hot spots.Located at the northern tip of the African continent and the Middle East,the West Wing of the Arab countries-Libya,after gaining independence in 1951 adopted a pro-US,pro-Western policies,has become an important strategic partner of the United States in the Middle East region.However,Gaddafi came to power by 1969 "91" revolution,he has taken a very different policy toward the United States since then,so the two countries became adversaries.Until the end of the Cold War,the relations between the two countries have been signs of ease.In recent years,along with the change of Gaddafi,the two countries resumed diplomatic relationship.Looking for decades,the two countries' relations,there are lots of questions worthy of studying.In this paper,I mainly analyzed the changes of relation between the two countries in the post-Cold War time.The article is divided into five sections:the first part is mainly the introduction of Libya's relations with the United States during the Cold War,the bilateral relations during this period is mainly divided into two stages of development,Idris dynasty's pro-US policies and from Gaddafi came to power to the end of the Cold War period with the confrontation policy to United States.The second part discusses Libya's policy undertook a series of changes from five aspects since the end of the Cold War,especially after the "9·11": take the initiative to abandon its nuclear weapons development program,make a clean break with terrorism and support United States counter-terrorism,carry out huge compensation to the "Lockerbie" case victims' families,actively carry out economic cooperation with the United States and so on.The third part analysis two factors that led to Libya's policy change:external causes and internal causes.The major internal factors are the contradiction between Gaddafi's dictatorship and the people's asking for democracy,the contradiction between the central and local governments,the conflicts between tribal and external communities,question about successors,and the hostile relationship between the United States led to economic difficulties, etc.External factors including the international environmental degradation,diplomatic isolation, disintegration of the Soviet Union lead Libya's deterrence strategy failed,the war in Iraq,the United States security strategy adjustment after "9·11" case and so on.The fourth part is the impact of changes in the Libyan Foreign policy.The United States benefited a maximum from Libya's policy change.Politically,the United States gained a lot of geo-strategic interests,but also took the opportunity to ease relations with the Arab world,get out from the diplomatic difficult.Economically,through the re-involved in Libya's oil resources exploration,the United States won enormous economic benefits.Libya,by improving relations with the United States, stabilized the domestic political situation,and consolidated the rule of Gaddafi.Libya also got the United States' technology and equipment,restore economic development and improve people's living standards.To improve relations with the United States,Libya could improve the diplomatic environment,re-integration into the international community.Libya's shift made "rogue states" to seriously consider the relations with the United States.Libya's change will also enable the situation in the Middle East more complicated and confusing.The fifth part of the article forecasted the development of bilateral relations,pointing out that even though relations between the two countries has gradually improved,a qualitative change to happen, there have a long way to go.
