The paper discuses the reform of the welfare system led by the British Labor Party Government. Since it came to power led by Blair in 1997, the labor party took reform on the British welfare system under the guidance "the third way" welfare thought. Its way is different from that of the old Labor Party, which establishes the welfare system, and the Conservative Party, which gives the reform of the welfare system. During the foundation and the reform of the welfare system, neither the old Labor Party nor the Conservative Party took good balance between fair and efficiency. It brought great change in British economy and society fields in 1990s. In order to respond to the challenges, the labor party government takes reform on the welfare system.In this paper, comprehensively summarize the history development of the British welfare state by usage the method of comparative analysis, historical analysis and physical analysis. Broadly research on the reform of welfare state system executed by the Labor Party Government of United Kingdom since from1997, the frame of the article present as follows:Introduction. Giving an overview of domestic and foreign scholars on the reform status of welfare system led by the new British Labor Party Government, the paper pointed out the academic value of research and practical significance, thus proposed the design framework. This paper is divided into four chapters:The first chapter gives the overview of establishment and development of the welfare system in Britain. Based on this, it analyses the reason and result of the welfare system reform led by the British Conservative Party Government.The second chapter analyses the reasons of the welfare system reform led by the Labor Party Government since from 1997. The reasons are as follows: the first is to overcome the culture of welfare dependence, the second is to the sluggish development of the economy, and the third is to the change of the family structure and family relation, the fourth is to the aging society, the fifth is to the economy globalization development, the sixth is to the development of the knowledge economy.The third chapter elaborates the theory basis and measures of the welfare system reform led by the Labor Party Government. Its theory basis is the"the third way"welfare thought, the measures are as follows: welfare to work, eliminate the children poverty, education and training measure, medical service system reform and the pension system reform.The fourth chapter provides some meaning advices in accordance to the welfare state system reform led by the Labor Party Government.
