The eighteen party report pointed out: "social security is a basic system to protect people's lives and regulate social distribution.To adhere to the full coverage,protect basic,multi-level,sustainable policy,to enhance fairness,to adapt to liquidity,to ensure sustainable development as the focus,a comprehensive coverage of urban and rural residents of the social security system".UK is the first country to establish welfare system which is also the first country to reform it,so its reform experience of welfare system a very important reference for the reform of the social security system in China.This article mainly discusses the welfare system reform in Thatcher period and the welfare system reform in Blair period,and compares and analyzes the two,thus obtains several ponders on the welfare system reform.The article is divided into five parts,the first part is introduction.It mainly includes the research background and significance,research methods and research status,and introduces the basic situation of the British welfare system.The second part introduces the reform of British welfare system in Thatcher's period,analyzes the background of reform,the guiding ideology of reform,the content of reform,the effect and influence of reform.The third part discusses in detail the reform of the British welfare system in Blair's period,and makes a brief analysis of the reform background,the reform guiding ideology,the reform content,the reform effect and the influence,so that to compare the post text easily.The fourth part obtains the similarities and differences of the two reforms through comparison.It is believed that the two are aware of the necessity of welfare system reform,and the two objectives of welfare reform are basically the same,and the direction and trend of the two party welfare reform is roughly the same,but the two reform environment is different,the concept and value orientation of the two party welfare system reform is different,so the two measures and policies are different,the effectiveness and impact of the reform of the two different.The fifth part compares Thatcher welfare system reform and Blair welfare system reform,and draws some thoughts on the welfare system reform.The welfare system reform should emphasize the rationality of welfare--taking into account the equality of result and equality of opportunity,should give consideration to fairness and efficiency,should give full play to the role of the welfare system in state,market and individuals,consolidate and develop socialism through continuous improvement and development of social welfare.
