On The Strategic And Mutually Beneficial Relations In The Framework Of The Sino-japanese Environmental Co-operation

By many times of exchanging visits between leaders of China and Japan since the past October, 2006, making great efforts to build "the mutual benefit relationship based on common strategy" (be called "Strategic Relations of Mutual Benefit" for short) has become the basic framework of future bilateral relations in the new century. Environmental cooperation is the important connotation of "strategic relations of mutual benefit" which has been confirmed by leaders of two countries. It is also hoped for becoming the breakthrough of lifting and deepening bilateral relations by all walks of life.Since 1970's, along with the ceaseless advance of industrialization within a global range and the rapid changes in people's lifestyle, environmental pollution and organism's habits worsening rises to the enormous challenge being related to the existence and development of human society step by step, and environmental problems have become the significant subjects in the field of international politics. Various levels of environmental cooperation has become an important method of meeting environmental challenges.China and Japan are two major environmental powers in the world. Environmental cooperation between two countries has experienced the change of international situation and the fluctuation of bilateral relations, but it displays the active development track all the time and obtains plentiful and substantial achievements. The status of environmental cooperation in bilateral relations is also becoming more and more important, and it has played an important role in stabilizing and lifting bilateral relations.Enter 21st century, protecting the earth environment and ensuring sustainable development of human society is raging like a storm within a global range. Under the promotion of Chinese comprehensive national strength, Sino-Japanese relationship is also faced with the historical subject of re-positioning. In the background, the strategic position and the characteristic of mutual benefit which environmental cooperation has will play an important role in the course of promoting China-Japan strategic relations of mutual benefit.With reviewing the history of China-Japan environmental cooperation, the author tries to sum up and refine the achievement, the characteristic and the problem from it and make objective evaluation. On the basis of this, the author will combine environmental problems with the discussion about era background of Sino-Japanese relationship and the analysis about characteristic of bilateral environmental cooperation, and go deep into discussing similarities and differences of the consideration which China and Japan have on environmental problems and dig the source of power on developing environmental cooperation. The author also analyzes the strategic effect of environmental cooperation and the characteristic of mutual benefit which support the development of bilateral relations deeply under current conditions, and also demonstrates necessity and feasibility of regarding environmental cooperation as the breakthrough of promoting China-Japan strategic relations of mutual benefit. Thereby, on the basis of possible spillover effects during analyzing the subsequent development of environmental cooperation and energy levels of cooperation which remain to be upgraded, the author would make a perspective on China-Japan environmental cooperation and the positive effect on promoting bilateral strategic relations of mutual benefit, and also propose corresponding policy and suggestion according to the real problem.
