Administrative Costs Of The Administrative Law

With the development of society,administrative costs come out gradually,which had drawn the general concern of all countries in the world. Currently,China also faces the problem of administrative costs. Comprehensive and systematic study of administrative costs is very important to the reformation of administrative management system and the improvement of administrative law system.This thesis had put forward the question of administrative costs by analysis of social value and administrative law theory,and based on administrative law, analysed the basic theory of administrative costs. This thesis had reconstructed the definition of administrative costs,analysed the characteristics of administrative costs, classified administrative costs by the way of administrative acts classification, clarified the distinction between administrative costs and related concepts.This thesis had analysed the current situation of administrative costs from the subject of administrative law,and had found the reasons of the problem,which are the lag of administrative system,the imperfection of administrative law system and more loopholes in the budget system.Finally, this thesis had put forward the ways of administrative costs rationalization. Firstly, the government should Change the concept of administrative law and reshape the basic functions of public administration. Secondly, the government should Improve the system of administrative law and the legal system of administrative law. Thirdly, the government should improve the system of public finance,which to form a concerted effort with the legal system of administrative law.
