The government in order to ensure that its public functions can be effectively protected,the price must be paid,including the input of resources,losses,etc.,which constitute the government's administrative costs.But if the administrative costs are too high,it will make the government bear greater financial pressure,thus affecting the government's ability to provide public services,will also affect the vital interests of the people and people's livelihood expenditure.Since the convening of the 18 th Party Congress,we have repeatedly stressed the administrative costs,but also developed the relevant laws and regulations to enhance the control of administrative costs.Therefore,effective control of government administrative costs,improve administrative efficiency is the key issues that governments at all levels need to address.Based on the theory of entrustment-agent,this paper applies it to the feasibility of administrative cost control,and combines it with economics,public finance,public finance,and so on.Based on the theory of administrative cost,this paper starts from the theory of public choice and the theory of government expansion And other related theories,based on economic,administrative and other aspects of the administrative costs of the connotation of the description.Through the analysis of the administrative cost data of Z city in 20 years,the author finds that the reason of the high administrative cost of Z is due to the lack of administrative cost consciousness,lack of administrative legal consciousness and lack of administrative efficiency consciousness.Second,Z municipal government budget system is not enough refinement,transparency is not enough,the system is not complete.Third,supervision,evaluation mechanism to be further improved.Fourth,the institutions set up bloated.Six,the administrative relocation and the popularization of the hardware facilities brought about by the popularization of the e-government,and put forward the policy suggestions to control the administrative costs of the local government after seriously summarizing the above six kinds of problems: First,Administrative cost consciousness,administrative legal consciousness and administrative efficiency consciousness to strengthen the administrative cost consciousness of administrative personnel.Secondly,it standardizes the local government budget system,establishes the limited government scientifically,and further consummates the public finance system and consummates the government procurement system.Third,improve the supervision mechanism,standardize the job consumption system,build government administrative costs of internal supervision and external supervision of the chain.Fourth,change the "more soldiers less" situation.Fifth,improve the government procurement system.Finally,the innovative performance evaluation system,improve the civil service assessment system.Although in recent years the Z city government administrative cost growth rate was once negative growth trend,but the cost reduction is not the ultimate goal,the government consumes the lowest cost to get the highest income is our ultimate goal,that is,spend the least money to provide the best Of the service,is reflected in a high efficiency and high efficiency,it is not "no money" "less money" but "reasonable money" "reasonable money."
