Service-oriented Government Administration Public Property

Administrative property as an important means for the administrative subject to accomplish the administrative objective, so it should be a significant part of the administrative jurisprudence. The systematic administrative property plays an important part in the administrative property's management, use and protect the public interests. However, the academic field has ignored the study on it for a long time, and we have no legislation about it, in practical life, it lead to some problems in the administrative property's management, use and compensation. Now, we are building the service-oriented government, when the government transfer it's manner of govern, it's also focus on service the public, also, the administrative property can help it accomplish the objective. In the beginning of administrative property's research, It's difficult for us to research it in theory and practice. Now with the development of democracy and the rule of law, the civil usual assert their rights, it also difficult to put the civil rights in the administrative property's management and use.This paper aims to : in the frame of service-orient government, with the foundation of foreign study to research the administrative property, analyse the situation of administrative property's management and use, found the problem and give some comments and proposals in order to solve them.
